HELM provides professional internal audit, financial management, economics, human resource management, IT and business consultancy services to the public sector both on a national and international basis.
HELM's Internal Audit Division comprises a strong team of professional internal auditors of whom 15 are affiliated members of the Institute of Internal Auditors. The team is headed by Manus MacGinty - Director of Audit and Ciara Comiskey is Senior Manager - Internal Audit.
HELM provides internal audit services to Government Departments, Government Agencies and NDPBs, as well as to Local Authorities, Educational Institutions and Housing Associations throughout the UK and Ireland. We also provide internal audit and other services to international financial institutions such as the European Commission, United Nations and the World Bank.
HELM has strong experience in providing services to public bodies involved in the promotion and delivery of cultural and sporting pursuits. HELM currently provides internal audit managed services to the Department of Culture, Arts and Leisure in Northern Ireland and has provided a range of consultancy services to the Environment and Heritage Service since it's formation in 1995. We have also previously provided services including internal audit services to the New Opportunities Fund, the Big Lottery and to the Northern Ireland Sports Council.
HELM internal audit services are comprehensive and include review of and set up of the internal audit function, production of risk based strategic and operational audit plans, provision of professional and quality assured regularity and VFM audits, reporting to management and presentation of reports to Audit Committees, follow up audits, performance validations and forensic investigations.
HELM also provides external quality reviews of internal audit on behalf of Government bodies. The objective is to determine whether the relevant body's internal audit services are being delivered in line with the requirements of GIAS.
