Ciaran McLogan, BA Bus. Man. MPA
Ciaran joined the International Department of HELM Corporation in 2001 and is responsible for the business development of tender proposals in the African Region. He is responsible for identification of new business opportunities in Africa and with maintaining close working relationships between Headquarters and the African Regional Directors to ensure that all management issues are dealt with promptly and efficiently. He also monitors and provides management support to ongoing projects within the African region. This role involves liaising with the consortium partners, project directors and teams on the ground who are implementing specific projects. Ciaran is an experienced and effective team player and negotiator and has undertaken short term assessment missions in Southern Sudan, Bangladesh and India.
Joyce Simpson B Bibl, M Sc, MIQA
Joyce joined HELM in 2003 and has a wealth of experience in Quality Management Systems and Business Improvement Strategies as a consultant and trainer. Previously she was an IRCA registered external auditor and is qualified in strategic quality management. She has a deep knowledge of standards and standards development and has worked as principal consultant in a World Bank funded project on standards in procurement in Zambia and a German Aid funded project on standards in import control in Botswana. She has further project experience as principal consultant and team leader with DFID, The World Bank and the EU in Kenya, Lesotho, Malawi, South Africa, and Zimbabwe. Recently Joyce has worked on quality management projects for local authorities in England and audit and benchmarking projects for public sector bodies in Northern Ireland.
Mark McGivern MA , MA International Business
Mark is a consultant in the international division of HELM. He is responsible for managing projects for clients such as the European Agency for Reconstruction and the European Commission. He oversaw the successful delivery of the MEPSIR project across 22 countries during 2004 - 2006. The study defines, tests and applies a methodology to measure the re-use of Public Sector Information (PSI) in the EU member states and Norway, serving as a basis for the review of the EU Directive that will take place three years after its implementation. Mark has also carried out benchmarking economic analysis work for the World Bank in the CIS countries and the Balkans. Prior to joining HELM Mark worked for 4 years as an international economic analyst for global media publications including Forbes business magazine in Eastern Europe, Africa and South America.
Richard Troope BSc Economics
Richard Troope joined HELM in March 2003 as Business Development Manager for the N. Ireland/UK region. He is responsible for identifying new business opportunities and contributing to the expansion of the Company's operations. He is skilled in the preparation and submission of tenders and proposals to public and private sector organisations. Richard's experience as team worker and an excellent communicator allows him to effectively coordinate and prepare tender documentation in the formats required by various clients. He works closely with the Senior Partners and is responsible for initiating and developing relationships with other organisations. He also fosters business partnerships where HELM becomes part of, or the leader of a business consortium.
