EXTERNAL ASSESSMENT OF SCHOOLS
HELM has a strong record of providing accounting and audit services across Government Departments, Government Agencies and NDPBs, as well as to Local Authorities, Schools and Colleges throughout the UK and Ireland. We also provide audit and other services to international financial institutions such as the European Commission, United Nations and the World Bank.
HELM professionals operate from a network of offices positioned in the UK and Ireland including London and Daventry.
HELM recognises the complex environment in which schools and colleges operate and therefore our approach to the provision of External Assessments to schools against Financial Management Standards will at all times be supportive and practical in nature.
HELM proposes to use our audit teams in London and Rugby to carry out the External Assessment Programme. In each office we will make a team of 10 accountant / auditors available. Each team is headed by an Audit Manager, and supported by 3 senior auditors and 6 auditors. All are qualified accountants/auditors with a minimum of 4 years experience of audit and accounting in the public sector. HELM's External Assessment of Schools team will be led by Manus MacGinty (IPFA) the Company's Director of Audit and supported by our experienced team of audit managers and senior auditors. HELM has a considerable track record of Internal Audit and accounting delivery in the Education sector and are currently Internal Auditors to a number of Colleges of Further and Higher Education. For the past 6 years HELM professionals have been contracted to provide internal audit assistance in Education covering a variety of corporate governance, risk management and financial regularity assignments. HELM has recently completed Article 10 checks of EC funded Education projects for the covering years 2003 and 2004. This involved hundreds of projects and over £400 million in funding.
As preferred auditors to the New Opportunities fund HELM carried out a range of compliance audits of projects across England and Scotland, many of which were education related. In the Republic of Ireland our auditors have provided external audit services to the Comptroller and Auditor Generals Office covering Institutes of Technology, Voluntary Education Committees and Colleges. Through several secondments to the NI Audit Office HELM staff have provided a similar service for the Education and Library Boards.
HELM's strengths in the Education sector have been further enhanced through 16 years experience of advising on improving financial management across the Public Sector and particularly with regard to education. HELM have recently completed the high profile review of the Education and Library Board budgetary deficits on behalf of the Department of Education. Many of our accountants have enjoyed periods of secondment as management and financial accountants in the education sector. HELM is currently External Quality Assurance auditor for up to 40 NDPB's on behalf of DCMS.
