The following are examples of projects where HELM have been at work in Africa

Lesotho - Public Financial Management
HELM International have been awarded the contract as managing consultant to assist the Ministry of Finance and Development Planning of The Government of Lesotho (GoL) in their Public Financial Management Reform Programme, a DFID funded project in support of the PFM programme has been approved for 4 years from end of 2004 to 2008. This is part of the GoL's Public Sector Improvement Reform Programme (PSIRP) which has the overall goal of poverty reduction. Ensuring that government expenditure is used efficiently and effectively to achieve targets set in the Poverty Reduction Strategy Paper (PRS) is vital. A major component of this reform programme is improving the management of public finances (PFM) through the multi-donor funded PFM programme.

Ethiopia - Planning and Budgeting System
HELM INTERNATIONAL are providing Budget and Planning expertise to the Office for Policy and Resource Management of the UN Economic Commission for Africa (UNECA). The UN Economic Commission for Africa is refining the planning and budgeting system so that a comprehensive strategic planning and budgeting process can be introduced which integrates UN core funding more effectively with extra budgetary resources financed by donors. HELM are providing a budget and information systems specialist to review the operating requirements of UNECA budget management systems to facilitate introduction of new outputs, improvements to operating processes, and improved planning of demands for activities performed by indirect and support resources.

Ethiopia - Financial Accountability Assessment
HELM International were contracted by DFID to provide a team of advisers to allow DfID to assess the fiduciary risks to which it will be exposing UK public funds through sectoral support programmes in Ethiopia and to provide information which will help to measure the risks against the development benefits which could be achieved. The HELM team completed the individual component reports on Financial Reporting, Internal Audit, Internal Control and Information Technology, and are also providing for the Government and donors consortium the consolidated overall CFAA report

Sudan - Joint Assessment Mission
HELM INTERNATIONAL were tasked to provide a public expenditure management expert for a Joint Donor Assessment Mission to Southern Sudan. The objective of the work was to start discussions with Government of Sudan on areas relating to economic governance and public expenditure management, to build knowledge of areas which needed strengthening and to make some recommendations of the way forward either through a Public Expenditure Review or the full programming exercise. This project built on earlier work done by the World Bank on fiscal decentralisation and studies carried out by the IMF Fiscal Affairs Department in recent years. Nigeria - State and Local Government Reform HELM INTERNATIONAL is part of a UK consortium which has been contracted by the UK Department for International Development to provide support for a £20 million public administration reform programme over a 7 year period. HELM INTERNATIONAL staff will be involved in the development of approaches to regional budget formulation and the development of participatory approaches to governance at regional and local Government levels. Support will also be provided to prioritise public services to target the most needy groups in society.

Malawi - Financial Management Information System
HELM INTERNATIONAL was contracted as part of a DFID project to undertake an analysis of the Government accounting system in Malawi. The project is part of a larger programme to undertake a detailed review of the medium term expenditure framework with a view to improving information on cost analysis, budget monitoring and management. HELM provided support for the development of an Integrated Financial Management Information System (IFMIS) as part of a broader Financial Information Systems Strategy taking into account budget planning and treasury management issues. HELM staff have been involved in developing the technical strategies for IFMIS and preliminary plans for a budget system which feed into the complete Financial Information Systems Strategy (FISS) across Treasury and the Government. HELM staff have been involved in developing specifications for information pilots in Agriculture and Education.

South Africa - Treasury Guidelines
HELM INTERNATIONAL staff were contracted to write Treasury Guidelines for governance arrangements as regards public expenditure in sub-national governments. This assignment was part of the broader brief to improve public consultation and accountability in the budgetary process. HELM advisers reviewed the budgetary process and Government obligations related to public information and consultation and made recommendations on facilitating increased local involvement. Tanzania & Ethiopia - Aid Evaluation Approaches Ireland Aid contracted HELM INTERNATIONAL to undertake a review of their approaches to monitoring and evaluation practice building on the mechanisms where country level evaluation work contributes to lesson learning, improved policy focus and targeting of aid resources for poverty alleviation programmes. HELM staff were involved in a comparative analysis of Ireland Aid performance against international Evaluation Guidelines and fieldwork to assess country level practice and understanding.

South Africa - Municipal Grant Monitoring System
HELM INTERNATIONAL have been contracted by the World Bank to undertake a review of the mechanisms in place to facilitate Municipal Grant Monitoring as part of broader Municipal Financial Management Technical Assistance Project. The development of a robust monitoring system for intergovernmental transfers is a complex process which is key to underpinning the ongoing - decentralization-driven transformation.

Uganda - Development of Financial Accountability Baseline Indicators
As part of the Department for International Development (DFID) activities to contribute to the Economic and Financial Management Project (EFMP II). HELM INTERNATIONAL were contracted to participate in a programme which aimed to improve the effectiveness of public expenditure strengthening the Medium Term Expenditure Framework (MTEF) mechanisms and harmonising the central and local government planning and budgetary processes. HELM staff developed a set of high level performance indicators linked to overall standards for public expenditure management encompassing financial accountability performance of the Government.
