The following are examples of projects where HELM have been at work in Asia

Bangladesh - Managing at the Top (MATT 2) Civil Service Capacity Building
HELM INTERNATIONAL are contracted by DFID on this £13 million project to reform the Bangladesh Civil service (BCS) through the provision of technical expertise, knowledge transfer and capacity-building for senior managers. The purpose of the MATT 2 project is to create civil servants who through mutual support and pressure, through their strategic and influential locations within the civil service, and through their own improved performance will generate and demand administrative reform from inside the BCS. HELM is working with the Ministry of Establishment to develop policy and systems for performance-based management to develop and deliver a sustainable training capacity and create reform-minded, customer-focused and performance-oriented senior civil service managers.
HELM is directing the project and providing the Team Leader and Supervising director. Work includes delivering a staged and assessed training programme including exposure visits for 2000 senior civil servants over a 7-year period that includes 6 weeks in-country training and 6 weeks at an overseas institution. HELM is introducing improved Human Resource Management systems for the BCS and providing the design, programming and delivery of international and in-country public sector senior management training courses and study visits.

Bangladesh - Financial Management Reform Programme
HELM International is contracted in a consortium by DFID to deliver a £20 million programme to support the ongoing financial reform programme in Bangladesh. The primary objective of the consultancy is to assist the GoB to improve its public expenditure management performance through knowledge transfer, capacity building and improvement of related information systems. The consortium partners will also assist the GoB by providing project management services including project planning, budgeting, procurement, contracting, financial administration, personnel administration, financial and performance reporting. The team members will provide support to programme activities in the following 4 government agencies. The project team will also work with Financial Management Units (FMUs) in twelve line ministries.

China -Beijing Municipal Government - Management Information System
HELM INTERNATIONAL has been contracted through an Asian Development Bank contract to provide support to the Beijing Municipal Government in the design and development of a management information system for the State sewage and drainage company. HELM staff will be involved in the design of the information system which will support both customer services and wastewater tariff collection.

Nepal - Public Accounts Information Systems
In partnership with another UK company HELM INTERNATIONAL developed a Financial Information System Strategy for HM Government Nepal. HELM has also supplied personnel who over the period of a year developed PC based database tools to consolidate financial reforms in the Controller General of Accounts Office. A HELM consultant also undertook an evaluation of the local software market to establish its capability to support the planned information system strategy.

Vietnam -Public Finance Management Diagnostic Study
HELM INTERNATIONAL are involved in the assessment of public finances and their management which is one of the essential steps in the preparation for the EC budgetary support operation. The overall aim of this Public Finance Management Diagnostic Mission is to provide a clear picture of the actual situation in Vietnam regarding overall public finance management, as well as the reforms undertaken by the Government of Vietnam and the potential need for technical assistance, which can be financed by the EC and other donors as well.
