Jim Uprichard - BSc Chemistry, MSc Data Processing, Dip Lib Stud, JEB Teaching Diploma
Jim has worked as a HELM Senior IT and Business Consultant for the last 7 years. He has responsibility for managing HELM’s IT Consultancy Services and is a member of the British Computer Society, the Information Systems Audit and Control Association and the Institute of Internal Auditors. He has specialist knowledge in a range of general IS/IT Consultancy Services and Audit provisions which includes Disaster Recovery and Business Continuity, Information Security Management, Programme and Project Management. Since joining HELM Jim has undertaken overseas assignments in Bangladesh, Ethiopia and Eastern Europe (Croatia, Kosovo, Romania, Serbia and Slovakia) on behalf of clients which include the Asian Development Bank, the UK Department for International Development, the UN and the World Bank. Prior to joining HELM, Jim worked for over 20 years in the Public Sector as manager in a range of IT-focused environments in Education and Library Services.
Rupert Bladon - M.A. (Cantab.), CPFA
Rupert Bladon recently joined HELM Corporation and is based in Ethiopia. He is a Chartered Public Sector Accountant with a successful track record of tackling the challenges of democratisation, governance, institutional strengthening, public expenditure reform and revenue management in complex international environments. Rupert was a governance adviser with DFID where he took forward two ambitious governance programmes in Rwanda and Ethiopia. He also played the role of Auditor-General and Chief Internal Auditor for the Government of St. Helena and Principal Auditor for the Government of Kiribati, with a portfolio of Training and Professional Development. Most recently he has been team leader of the Joint Political and Economic Analysis (JoPEcA) process in Ethopia for the UNDP Donor Assistance Group, where he is responsible for development of the governance monitoring and evaluation framework and joint governance strategy.
Ciara Comiskey - BA(Hons), CPFA, Affiliate Member of Institute of Internal Auditors
Ciara has been Audit Manager for nine years and is one of our most experienced consultants in the field of Internal Audit and Risk Management. Ciara manages a portfolio of clients which includes Central Government Departments, NDPBs / Semi State Bodies, Local Government, Local Authorities, Institutes of Further & Higher Education, Housing Associations. Ciara's experience includes the initial set up of the Internal Audit function for several clients and her role involves risk based strategic and operational planning, quality assurance of work and direct involvement in specific audit assignments, facilitation of business risk workshops, and assistance in promoting and embedding risk management throughout client organisations. Ciara has been involved in the close down audits of over €250 million of EC funds on behalf of DCMNR and has conducted major PPP audit reviews for Central Government Departments. Ciara is currently assisting the DJELR in embedding risk management within the Department.
Ian Thomas - BSc, MBA
Ian is an International Consultant with specialist expertise in information technology and procurement on international projects. He has 15 years experience in the international arena, including work with multi-national firms and more recently a long association with the United Nations Conference on Trade and Development (UNCTAD). Ian brings to Helm proven experience in delivering successful information technology projects in developing countries. His solid experience in the analysis, design, development and implementation of large scale revenue systems with UNCTAD in numerous countries of the Asia and Pacific region complements his expertise in project management, business process re-engineering, capacity building and change management. Ian has professional certification and in depth knowledge on a range of computer applications, databases, operating systems and communications technologies and is able to work with senior Government representatives in non-technical terms, building confidence and understanding of IT implications for their organisation.
Patrick McClure,- BSc(Man) FCA
Patrick is one of our most experienced consultants and has worked pre and post qualification in both the public and private sectors. He has extensive experience in the specification, design and implementation of new accounting systems and working with different software packages, in the development and preparation of both management and final accounts. Patrick has extensive internal audit experience heading up internal audit teams in local authorities and two Health Service Trusts, involving the drawing up of strategic and operational plans, incorporating relevant analysis of risk, drafting of internal audit operational manuals, audit programmes and the review, preparation, presentation and design of internal audit reports. Internationally Patrick was involved in the design, procurement, implementation and quality assurance of the bespoke budget database and accounts consolidation database for the Ministry of Finance and Comptroller and Auditor General respectively in the People's Republic of Bangladesh including overseeing the implementation of their new coding structures. He was part of the HELM team, which was assigned by the World Bank to develop an Action Plan for the establishment and development of audit and accounting standards in Bosnia and Herzegovina. Recently Patrick has been providing advice and assistance to the NI Court Service in the review of their civil business fees. This encompassed a complete review of the current and projected costs of the service to establish the appropriate costing logic and apportionment, to assign costs to the various types of business fee activity and the drafting of the public consultation document.
Mark O'Donnell - BA CPFA
Mark O'Donnell joined HELM in October 2004 as a Senior Consultant Accountant. He has 18 years experience in the UK public sector with Audit Scotland and Dundee City Council gained in statutory audit, financial management and contracting. Recently, Mark has focused on a Public Financial Management reform programme in Bangladesh. His experience in the UK covers financial management in multi funding stream environments, extensive change management in the Social Services and Health sectors including managing the outsourcing of services and involvement in statutory audit at local and national level. In PFM reform in Bangladesh he has gained experience in the Comptroller & Auditor General's office, Controller General of Accounts office and in supporting the implementation of Medium Term Budget Framework.
Ian Collins - MA Univ of London, BA(Hons) International Relations, Dip Econ. Oxford
Ian is a senior manager currently leading our Public Financial Management work in Cambodia. He has extensive experience in economic policy and strategy formulation, public financial management, public expenditure management and Medium Term Expenditure Frameworks. His previous work involved Poverty alleviation strategies, Institutional assessment and organisational change. Recently he has been responsible for managing a multi-national consultant team in a broad public sector financial management project that covers: audit, policy planning and budgeting, accounting, IT systems and training. He also assisted the Cambodian Government with the preparation of the Second Socio-economic Development Plan 2001-2005, National Economic Growth and Poverty Reduction Strategy (SEDP-II). Ian has also led major programmes in Bangladesh, Philippines, Kyrgyz Republic, China, Mongolia, Laos, and the Seychelles.
Andrew Kettlewell - BA ACMA
Andrew Kettlewell joined HELM as a senior international consultant in January 2006 and he is part of the senior management team working on a DFID funded Financial Management Reform Project in Bangladesh. Andrew is a Chartered Management Accountant and has worked for over 12 years in developing countries in public sector reform. He has a wealth of experience gained in Jamaica, Belize and St Helena in medium term budgeting, long term planning and managing service delivery. He pioneered the introduction of democratic governance during his time in Ascension Island where he managed the public service. Furthermore he is also a skilled and experienced management trainer and has spent 3 years working in this capacity on change management programmes with DFID and the Foreign & Commonwealth Office.
Catriona McHugh - BA Hons ACCA
Catriona spent 7 years working in private practice as a Certified Accountant before joining Helm as a financial consultant just over 7 years ago. As one of Helm's senior consultants Catriona has been involved in many areas of the company's operations. Her initial role involved the management of a sub office in Northern Ireland. During this time her main areas of work were Internal Audit projects and Accounts preparation for local & central Government. Five years ago Catriona joined the Helm international team, and has worked mainly in Bangladesh on DFID funded Financial Reforms but was also involved in an EU funded reform project in Hungary. Her work in Bangladesh and Hungary has provided her with the opportunity to gain experience and expertise in development project inception and implementation and also in the field of capacity building through training.
Patrick Corrigan - BA (Hons), ACCA, Member IIA
Patrick is a Senior Consultant based in HELM's Dublin office and he has particular skills and experience of statutory and institutional strengthening programs related to private sector accounting and auditing in Central and Eastern Europe. Patrick has worked on specific projects in Bulgaria, Romania, Serbia Montenegro, Moldova, Kosovo, Macedonia, Georgia, and Bosnia Herzegovina. He has contributed to position papers on the institutional and regulatory operations relating to accounting & auditing in several countries including Ireland, Hungary and Slovakia and has developed expertise in the European institutional framework in the area of accounting and auditing regulation. Before joining HELM Patrick was employed by the Irish government where he worked as a financial reporter for health agencies and he has an excellent working knowledge of the Chapter V - Company Law of the acquis communautaire of the European Union.
John Wallace - BA (Hons), MBA, Diploma in Marketing, MCIM, IIP Advisor (Investors in People), IIE Trainer (Investment in Excellence)
John has been a Senior International Consultant with HELM for the last 9 years. His particular field of expertise is in Change Management, Organisational Development, Strategic Management and Human Resources Management. He has rich public sector experience gained during a successful career in the UK civil service where he worked for over 35 years across 3 departments. John was employed on all the major reforms in the UK civil service and finished as Head of Personnel in an agency of 2,500 employees. He has led HELM projects in the UK, Croatia, Serbia, Ethiopia, Nigeria and Bangladesh and for the past 3 years has been employed on a major DFID financial reform programme in Dhaka. Shortly he will become Team Leader for a separate DFID funded HR training and reform project within the Government of Bangladesh.
